Partner George John appointed Chair of the Federal Communications Commission World Radiocommunication Conference Advisory Committee
Washington, D.C. – George John, a partner in Hogan Lovells’ Communications, Internet, and Media practice, has been named Chair of the Federal Communications Commission (FCC) World Radiocommunication Conference Advisory Committee (WAC). The WAC is a federal advisory committee established under the Federal Advisory Committee Act to advise the FCC as it prepares for the 2027 World Radiocommunication Conference (WRC-27). As Chair, George will lead a diverse group of experts from industry and government to help shape U.S. preliminary views and proposals before WRC‑27. At WRC-27 from October 18 to November 12, 2027 in Shanghai, China, 194 countries will negotiate and adopt changes to the Radio Regulations to address, among other topics, extra bands to identify for 5G/6G, let satellites talk directly to cellphones and other consumer devices, and advance earth observation and lunar exploration.
George brings extensive experience across multiple radiocommunication services. He was most recently the Vice Chair of the WAC’s Informal Working Group 4, which focuses on mobile-satellite and space science matters. Beyond the WAC, his law practice spans an array of space services including fixed-satellite; mobile-satellite; radionavigation-satellite (or positioning, navigation, and timing); Earth exploration-satellite; space research; and space operation interests and non-space services for land-mobile, fixed, and aeronautical interests.
“I am honored and deeply appreciative of this opportunity,” said George. “The WAC plays a critical role in shaping U.S. positions for WRC‑27. As Chair, my priority is to ensure that our work is transparent, efficient, and anchored in reality. With limited time remaining in the cycle, we must focus on achievable outcomes that strengthen U.S. competitiveness while safeguarding essential incumbent operations.”
“We are very proud of George’s appointment,” said Ari Fitzgerald, who leads Hogan Lovells’ Communications, Internet, and Media practice. “He brings practical experience across both satellite and terrestrial communications, which will be invaluable as the United States prepares for WRC 27.”
