A leading international trade and cybersecurity practitioner, Deen Kaplan is recognized for his ability to guide clients through multinational legal and technical challenges. Deen represents businesses and governments in some of their most demanding international trade and investment disputes, negotiations, and cybersecurity matters. He also serves as a member of the firm’s global extended International Management Committee, and co-led the firm's International Trade and Investment Practice for over a decade.

In his trade practice, Deen has guided clients in dispute settlement proceedings before the World Trade Organization (WTO), U.S.-Mexico-Canada Trade Agreement (USMCA) and London Court of International Arbitration panels, U.S., South American and Chinese government-led investigations and appeals, and trade-related bilateral and multilateral negotiations. Deen's trade-focused areas of concentration include government-related negotiations and disputes, security and trade, subsidy law policy, USMCA matters, and countervailing and antidumping duty litigation.

In his cybersecurity practice, Deen has helped clients navigate some of the world's prominent security incidents, breaches, and security-related matters. Deen manages incident responses, threat detection and mitigation strategies, cyber-risk legal assessments and planning, notification obligations, and long-term secure data strategies involving multiple countries and continents. Deen has worked closely with corporate general counsel, dedicated internal and external IT staff, outside security consultants, and law enforcement authorities in North America, Europe, and Asia.

Deen serves as a member of the firm’s Global Information Risk Committee, and has helped manage the firm's technology policies and resources across more than 40 offices for several years.

Represent the Government of Ukraine in a landmark minerals rights trade agreement with the U.S., which provides for both governments to work collaboratively towards Ukraine's economic recovery. 

Represent the Government of Ontario in the world's largest countervailing duty dispute, including U.S., USMCA, LCIA, and WTO proceedings and appeals.

Represented a major retailer in responding to the cyber-theft of customer data, including extensive technical work with incident response professionals.

Represent multiple Canadian governments in trade policy and legal matters related to the United States.

Represented Emirates Airline in countering a protectionist attack by a coalition of U.S. airline groups.

Represent companies, associations, and governments in review, assessment, and strengthening of their cyber risk policies and incident response plans.

Represent Interpipe in U.S. antidumping investigations, as well as trade negotiations related to steel. 

Represent major global technical services provider in a U.S. government investigation of sophisticated cyber-attacks against the company's IT systems.

Represent the U.S. Grains Council and other agriculture interests in a wide range of trade investigations of U.S. agriculture and agriculture policies.
