Joy Sturm partners with biotechnology, pharmaceutical, and medical device companies to build and protect their businesses with the United States government. Having spent 20+ years building a practice focused in the life sciences government contracting sector, Joy is able to offer practical solutions to challenges that contractors face throughout contract formation and performance.
Joy advises clients contracting in all federal health and medical procurement programs, and has worked closely with legal and procurement teams within the U.S. Departments of Health and Human Services, Defense, and Veterans Affairs.
Apart from supporting clients with contract formation and compliance-related matters, Joy handles federal contract-related investigations, compliance audits, associated policy and procedure development, training, and diligence associated with government contractor acquisitions.
As a leading voice in the biotechnology contracting community, Joy advises on all country of origin-related laws (including “Buy American” programs) affecting contractors. Joy also advises on the compulsory disclosures and price ceilings associated with Federal Supply Schedule contracts, pharmaceutical price ceilings per the Veterans Health Care Act of 1992, VA and DoD Tricare health coverage, and related formulary and pharmacy programs.
Having co-authored a monograph on federal health care contracting: Selling Pharmaceuticals and Biologics to the Federal Government Federal Supply Schedule and Federal Pricing Requirements, Joy is frequently asked to speak on contracting topics affecting pharmaceuticals, medical device, and biotechnology contractors.
Representative experience
Advising a leading biotechnology company on its multi-billion $ contracts with the U.S. government for supply of COVID vaccine for use in the U.S. and donation internationally.
Guide pharmaceutical and biotechnology companies through the contracting, award, and performance process for contracts with the U.S. government, foreign governments, and international organizations.
Advise pharmaceutical and biologics companies on unique Federal contract-related compliance requirements, including mandatory contracting and pricing programs and country of origin restrictions.
Led a team of associates on a pro bono case that led to a path to citizenship for a Congolese woman escaping abuse and visas for her four daughters.
