Phoebe is a counsel based in Hogan Lovells Fidelity, Hogan Lovells’ Chinese associate office set up in Shanghai Free-Trade Zone. Phoebe provides expertise that has both legal and commercial value in three main areas: product liability and product recall; corporate investigations (FCPA, Chinese government, and whistle-blower related); and cross-border civil and commercial litigations.

Before moving to Hogan Lovells Fidelity, Phoebe worked at Hogan Lovells’ Shanghai office for many years. Before that, Phoebe worked at the litigation department of a Chinese law firm.

Phoebe holds a J.D. from the University of Iowa, College of Law, and earned her bachelor's degree from Peking University. She is qualified to practice in both New York and China.

Representing various multinationals in product liability and clinical trial litigations in China and provided advice regarding product recalls of automotive parts and household appliances products.
Representing various multinationals in cross-border trade secret misappropriation cases regarding software, gasification and LCD technology.
Arguing a multinational client in a labor law arbitration before the Beijing Municipal Labor Dispute Arbitration Committee regarding wrongful dismissal of an executive.
Conducting FCPA internal investigations for various multinationals and their Chinese vendors.
Conducting compliance training to a world leading automotive parts manufacturer and a cosmetics conglomerate.
Providing advice to a pharmaceutical company regarding anti-bribery investigation initiated by Chinese Administration for Industry and Commerce (AIC).
